An exemption to this requirement allows those with a SEVIS record to submit a letter from the HIO certifying the applicant’s identity. Unfortunately, some of the ITIN Operations Center adjudicators do not apply this exemption. The only solution for this is to reapply with the same materials and the HIO letter. Please follow the instructions linked above to compile your application before coming to the HIO for the certification letter. J-1 students who are employed (e.g., GSI/GSR, other student workers) and J-1 scholars are NOT eligible for an ITIN and must apply for a SSN at a Social Security Administration office.
In eligible states, you can apply for your driver’s license, and you can use your ID to pass through TSA at airports. This can serve as proof of “good moral character” in immigration cases. Filing taxes can be helpful in your immigration case if you are able to adjust your status in the future. Having an ITIN number won’t make you eligible for benefits, such as Social Security or earned income credits that provide refunds to some low-income filers. IRS issues ITINs to help individuals comply with the U.S. tax laws, and to provide a means to efficiently process and account for tax returns and payments for those not eligible for Social Security numbers. They are issued regardless of immigration status, because both resident and nonresident aliens may have a U.S. filing or reporting requirement under the Internal Revenue Code. ITINs do not serve any purpose other than federal tax reporting. You can file Form W-7, Application for IRS Individual Taxpayer Identification Number (ITIN), with your federal income tax return. You must also include original documentation or certified copies from the issuing agency to prove identity and foreign status.
How can I receive my scholarship/award?
Eligibility for claiming the CTC depends on the status of your children. You can only claim the CTC if your qualifying children have Social Security Numbers. To file a tax return, you must enter your ITIN in the space for the SSN on the tax form, complete the rest of the return, and submit the tax return (along with any additional forms) to the IRS.

If you were previously issued a temporary IRS Number, you must now apply for an ITIN. If you don’t owe money on your federal or state tax returns, we recommend waiting until you’re eligible for an SSN to file your tax returns. While the ITIN application or renewal process can be done with any of our tax pros, using a Certified Acceptance Agent (CAA) makes the process a bit easier.
Credit for Other Dependents (OCD)
If you need your ITIN to file taxes, you will be able to do so utilizing tax assistance software sent to international students in late-February/early March each calendar year. You can apply for an ITIN any time during the year when you have a filing or reporting requirement. At a minimum, you should complete Form W-7 when you are ready to file your federal income tax return by the return’s prescribed due date. If the tax return you attach to Form W-7 is filed after the return’s due date, you may owe interest and/or penalties.
If you are eligible for both this credit and the CTC, this will be applied first to lower your taxable income. To obtain an ITIN, you must complete IRS Form W-7, Application for IRS Individual Taxpayer Identification Number. However, other dependents and spouses must complete and sign their own Forms W-7. The Form W-7 requires documentation substantiating foreign/alien status and true identity for each individual. If you, your spouse and/or dependents need ITINs, you may submit separate Forms W-7 and documentation at the same time.
In that case, you must take the completed Form W-7 certified by the Agent to a VITA site or commercial tax preparer and submit it with the tax return. If you didn’t get your third stimulus check, you can still claim it as the RRC when you file a 2021 tax return in 2022. The third stimulus check is worth up to $1,400 for each eligible adult and each qualifying dependent in a household. Any family member that has an SSN can qualify for the third stimulus check, even if the tax filer has an ITIN. For example, in a household where both parents have ITINs, and their children have SSNs, the children qualify for stimulus checks, even though the parents don’t.
Renewing your ITIN.
You may either mail the documentation, along with the Form W-7, to the Philadelphia Service Center, present it at IRS walk-in offices, or process your application through an Acceptance Agent authorized by the IRS. It takes up to seven weeks for the IRS to issue a new ITIN if you apply in person. It could take up to 14 weeks for the IRS to issue your ITIN if you applied by mail. You only need to apply for an ITIN if you are required to file a tax return in the U.S., but you do not have a social security number.

Finally, as soon as we have the video conference, we can return your passport to you. You will send you an invoice for the cost of returning your passport to you. Filing taxes also means that you can claim tax credits that you are eligible for. These credits can reduce the amount of taxes you owe or can provide you a tax refund that can be put towards things like the cost of raising kids or to cover daily living expenses.
